＊大阪仕立混載は、混載貨物受託航空会社の増加に伴い、本日より大阪仕立路線を拡大します。
10月第1週の対前年比では、件数・重量とも75%の水準まで回復しています。

1) 航空輸出
◆大阪仕立混載の仕向地を増やします。
　先週再開した5路線に加えて、本日より以下の4路線を再開します。
　【仕向地】1)上海(PVG)、2)シンガポール(SIN)、3)チェンナイ(MAA)、4)イスタンブール(IST)
　【仕立日】9月25日(火)～　⇒仕立日翌日の関空発フライト
　※ICN,TPE,HKG,MNL,BKKと併せて計9路線、大阪仕立全路線の10%程度が復活します。
　※関空貨物地区の機能復旧状況に応じて順次仕向地を増やしてまいります。
2) 航空輸入
◆輸入混載を関空向けに戻します。
到着空港を関空から他港に切換えておりましたが、先週末到着の輸入混載より、
1)バンコク(BKK)発、2)マニラ(MNL)発、3)上海(PVG)発、4)台北(TPE)発、5)北京(BJS)発を
従前通りの関空着・関空通関としました。
他の発地につきましても、関空で受託可能なフライトは順次関空向けに切換え、
関空着輸入混載を拡大してまいります。

Additionally, we will re-start arranging for following 4 destinations:

From 25th Sep (Tue) customs clearance, (⇒ Flight date will be next day of the customs clearance date)
# We re-start for 9 destinations [Incheon(ICN), Taipei(TPE), Hong Kong(HKG) ,Manila(MNL) Bangkok(BKK), Shanghai(PVG), Singapore(SIN), Chennai(MAA), Istanbul(IST), this is 10% of our regular consol destinations.
# We will re-start arranging export consolidation for the other destinations depends on the situation of KIX operations.
・Air Import
**We accept import consolidation cargo at KIX.
We had changed destination for the shipment to the other airport.
We accepted import consolidation at KIX from last weekend arrival consolidation which was from following origin.

We will accept any shipment which is available to send the goods for KIX, and increase the volume which is for KIX.

◆関空の状況
・報道発表の通り、本日より関空1期島A滑走路の運用が再開し就航便が増加します。
　関空内貨物地区の全面復旧にはまだ時間を要する見通しですが、
当社では来週以降の大阪仕立混載の再開に向けて、仕立可能な路線の検証を進めます。
　
・関空に到着済みの輸入貨物について、被害が軽微な貨物を対象に、順次通関、搬出しております。
ただし、関空連絡橋の通行規制があるため、締切時間を通常よりも早く設定しております。

**As informed from the press/media, from today, runway A was re-opened and the flight to/from KIX will be increased.
**Still it takes time to re-start full-operation at KIX for international cargo handling.
2) Air
・Air Export
**Hankyu Hanshin Express is considering to use the flight from KIX for export from next week consolidation.
・Air Import
**Hankyu Hanshin Express is arranging customs clearance and delivery for minor damaged shipments which was arrived KIX before typhoon.
**However, the number of truck and time using Access Bridge to KIX is still limited, our cutoff time is earlier than usual.

・各種報道の通り、関空貨物地区の完全復旧までにはまだかなりの時間を要する見通しです。
2) 航空貨物
・輸出入とも、成田／羽田、中部セントレアでの貨物量増加に伴い、
　各空港で受入貨物の受託制限、搬出入作業の遅延、混載便配送貨物の受託制限と遅延が生じています。

1) Current situation at KIX
**Our KIX office is re-opened from today.
**Some customs clearance specialists of KIX is transferred to NGO- Centrair airport and NRT -Narita airport continuously. We will arrange all import handling at NGO and NRT as same as we did at KIX.
**As informed from the press/media, it takes time to re-start operation at KIX for international cargo handling.
2) Air
・Air Export
**Any airlines at Osaka do not accept any cargo booking for the flight from KIX.
**Many cargo is transferred to NRT(Narita), NGO(Centrair) and HND(Haneda) and now the volume at those airport is over capacity.
**Due to this, acceptance of the cargo is limited at some airlines warehouse/forwarder’s warehouse, and also, some arrangement is delayed.
**Some trucker does not accept to handle consolidation pick-up/delivery.
・Air Import
**The cargo volume for NRT(Narita), NGO(Centrair) and HND(Haneda) airport is much increased than normal and now the volume at those airport is over capacity..
**Due to this, still takes time for “cargo checking after arrival at airline’s warehouse” and “taking out the shipment from airline’s warehouse for delivery”.
**Some trucker does not accept to handle consolidation delivery.

1) 航空貨物
・成田／羽田へのシフトは、通関・転送・スペース確保も含めて順調に推移しています。
・輸入は成田着貨物、中部セントレア着貨物の増加に伴い、両空港とも、
貨物の搬入確認並びに輸入許可後の搬出作業に時間を要しています。
2) 海上貨物
・阪神港の機能は一部を除いてほぼ正常化しています。
・輸出の自社混載は、遅延はあるものの正常フローに戻りました。
・輸入もCYの混雑による遅延はあるものの荷役は回復し、コンテナの搬出・配送も概ね支障なく手配できています。
3) 通関
・関空事務所は本日もクローズしています。
・関空の通関部署は南港通関センター(HOCT)に拠点を移しています。
4) 関空の状況
・関空連絡橋のトラック通行は当面以下の暫定運用となりますが、通行車両台数は割当制限があります。
　*入島のための通行可能時間　20:00～翌朝07:00
　*出島のための通行可能時間　22:00～翌日15:00

(Truck from HOCT Osaka Cargo Terminal)
**The cargo which will be delivered to Narita Cargo Terminal(Shibayama) will be arranged remote export customs clearance from Kansai area.
**This service(customs clearance, transferring by truck, getting the space “from NRT/HND airport”) is going smoothly.
・Air Import
**The cargo volume for NRT(Narita) and NGO(Centrair) airport is much increased than normal.
**Due to this, takes time for “cargo checking after arrival at airlines warehouse” and “taking out the shipment from airline warehouse for delivery”.
2) Ocean
・Ocean Export
**Almost all CY re-started operation.
**Shipping lines started to accept booking, and the schedule is being fixed.
**Operational flow for our own export consolidation became normal, but some delay can be expected.
・Ocean Import
**Almost all CY re-started operation.
**CY is congested but, possible to arrange taking out the container from CY and delivery.
**Due to congestion of CY, delivery could be delayed.
3) Customs Brokerage
**KIX office is still closed today.
**KIX customs clearance team moved to Osaka Cargo Terminal.
4) Current situation at KIX
**Access Bridge to KIX (temporary rule)
The truck entering to KIX can use access bridge 20:00-7:00 only
The truck leaving from KIX can use access bridge 22:00-15:00 only

・成田／羽田への貨物転送は、当社大阪南港ターミナル(HOCT)より
定時運行体制で対応しています。
・東京発の必要なスペースも大半確保できています。
2) 海上貨物
・阪神港の機能は一部を除いてほぼ復旧し、本船の出港スケジュールが決まりつつあります。
・輸出はFCL(フルコンテナ貨物)、LCL(混載貨物)ともCY搬入済コンテナは順次本船搭載予定です。
・輸入もFCLは搬出作業が再開し、当社扱いの滞留コンテナを配送しました。
　またLCLも引取済みコンテナのデバン作業が完了しています。
・ヤードが混雑しているため、搬出、デバン作業、配送、コンテナ返却に遅延が生じています。
3) 通関
・関空事務所は本日もクローズしています。
・関空の通関部署は南港通関センター(HOCT)に拠点を移していますが、
　本日より関空税関の情報収集と事務所復旧準備のため、通関スタッフ数名が関空事務所に常駐し対応します。
　尚、倉庫スタッフも数名が出勤し倉庫の復旧準備を進めています。
　
・当社関空内倉庫に蔵置している貨物の確認作業が終了し、本日より関空税関への申告にて
　以下の出荷手配を進めます。
【内貨の輸出貨物(輸出通関前の貨物)】
　　HOCTからのクロス申告で通関後、一旦HOCTに貨物を横持ちし、成田／羽田へ転送します。
【外貨の輸出貨物(輸出通関後の貨物)】
　　積地を成田もしくは羽田に変更し、内貨のフローに同じく成田／羽田へ転送します。
【外貨の輸入貨物(輸入通関前の貨物】
　　クロス申告で通関しますが、関空内で混載便による貨物引取りができませんので、
　　一旦HOCTに横持ち後に混載便トラックで配送します。
【内貨の輸入貨物(輸入許可後の貨物】
　　外貨のフロー同様の配送手配をします。
*尚、関空倉庫への新たな貨物の搬入は受付ておりませんので、何卒ご理解のほど、お願い申し上げます。
4) 関空の状況
・本日より、関空連絡橋のトラック通行につきまして、以下の暫定運用となります。
　*入島のための通行可能時間　20:00～翌朝07:00

**Due to the congestion at CY, schedule of container pick-up, devanning, delivery and returning container is delayed.
3) Customs Brokerage
**KIX office is still closed today.
**KIX customs clearance team moved to Osaka Cargo Terminal.
**Some team member is staying at KIX office and trying to collect information and preparing for re-opening at KIX.
**Some warehouse staff is also staying at KIX warehouse and preparing for re-opening.
**Checking for the goods which was storing at our KIX warehouse was finished.
**We will start following action for the cargo at our KIX warehouse;
#Export cargo before customs clearance
We will work for customs clearance and transfer the cargo to NRT/HND via HOCT
#Export cargo after customs clearance
We will change origin airport from KIX to NRT or HND and transfer to NRT/HND via HOCT
#Import cargo before customs clearance
We will work for import clearance from HOCT, but we cannot arrange delivery from KIX directly yet.
We will move the cargo to HOCT temporally and from HOCT, we will arrange delivery
#Import cargo after customs clearance
We will move the cargo to HOCT temporally and from HOCT, we will arrange delivery
Now we are not accepting any new shipment at KIX warehouse, please be noted in advance.

本日より定期転送トラックにて成田/羽田に転送します。
・成田カーゴターミナル(芝山)に直接搬入される輸出貨物は、関西エリアからのクロス申告で通関します。
・関空向け輸入貨物につきましては、案件ごとに仕向地変更で対応しています。
2) 海上貨物
・阪神港のCY(コンテナヤード)は一部を除いてほぼ再開しました。
・輸出は一部船社で予約受付を開始しましたが、本船の出港スケジュールは未定です。
・本日より自社輸入混載のデバン作業を順次再開します。
3) 通関
・本日より、関空勤務の通関士を中部セントレアと成田に各々数名を配置し、
　関空通関時と同様の配送手配まで一貫した輸入通関体制で臨みます。
・神戸では、KACTにおける輸出通関を本日より再開します。
4) 関空の状況
・関空事務所は本日もクローズしています。
・関空貨物地区内の共同上屋、各社倉庫とも復旧までには時間がかかる見込みです。
　当社におきましては、当社関空倉庫でのターミナル機能不全をカバーするため、
　HOCT、KACTでのバックアップ体制を整え対応しています。

　阪神港に到着済輸入貨物の引取りのみ可能です。
3) 通関
・輸入通関業務は、名古屋セントレア並びに成田での対応にシフトしています。
・神戸通関センターは、来週から通関業務を再開します。
4) 関空の状況
・関空事務所は本日もクローズしています。
・昨日から限定的に空港島への入島が許可され、社員数名が貨物の被災状況を確認しています。

関西空港ならびに阪神港が甚大な損傷を被ったため、
関西地区における当社の操業が航空・海上ともに一部停止しております。
関西空港は現在閉鎖されており、また関空島との交通も遮断されています。
また神戸市六甲アイランドにある拠点についても
浸水による保管貨物ならびに施設の損傷が報告されております。
現在大阪で緊急事態対策本部を設置し情報の収集と発信に努めて参りますとともに
復旧に至るまでの代替策について検討して参ります。

We partially stop the operations of air/ocean transportation in the Kansai area
because Kansai International Airport and Hanshin Port were severely damaged by typhoon number 21.
Kansai International Airport is now closed, and comunnication to Kanku Island is also shut off.
Some wet damages to storage cargos and facilities are reported from our office located at Rokko Island in Kobe.
We establish the Emergency Response Headquarters in Osaka.
While considering measures, we try to collect and disseminate information.
